The Department for Transport Consultation Paper "Making Britain's Roads the Safest in the World" proposes to revise speed limit guidance to highway authorities recommending that "lower limits are adopted where risks are relatively high and there is evidence that a lower limit would reduce casualties". Portsmouth City Council is the first in Britain to make almost all its residential roads 20mph. Its plan, funded by the government, has attracted national attention and stimulated interest from other councils.
This one day Conference and Technical Visit will explore national and local urban and rural speed limit issues in the UK and Ireland and also focus on the planning, delivery and results of Portsmouth City Council's City-Wide 20mph project.
